Unedic, the single led to the 1.5 million companies located in France, the "employment investigation" confirms the force of less than 20 employees employment institutions. This synthesis, which must be officially published this morning, and which allows the exact point on the situation at December 31, 2005, revised upward the number of creations of jobs recorded last year: after having announced 96.700 posts, Unedic suggests now 107.800 net creations, is an annual growth of 0.7. Main fact marking: more than half of the creations of posts (55,000) were conducted in the businesses of 5 to 19 employees. Yet they represent less than one quarter of employees assets (23.9).
Difficult to assess effects

A year after its entry into force (see below), the Government certainly want to see the beneficial effects of the contract new hirings and other measures for very small enterprises (smoothing thresholds, etc.). The observation is yet not different from that of 2004, where the institutions of 5 to 19 employees had already created, without the CNE, almost 28,000 jobs, or more than half of the total (48.740 positions). "This study does no lesson on the effects of the CNE", warns Jean-Pierre Revoil, Director General of the Unedic. They are much more difficult to assess the Unedic, to analyze all identified at December 31, 2005, NEC said package: after conducting two studies a few months apart, the results ranged from the simple to the double, its statistical services have declared themselves unfit to evaluate comprehensively the number of contracts used by companies.
Jean-Louis Borloo, which readily combines the dynamism of small business to the new measures for the development of services to the person, be not more support through the Census found. Of course, in the tertiary sector, the especially jobs in business, education, health services and services to individuals. But these traditionally more dynamic industry sectors have not been more that in 2004, so that the plan Borloo on services to the person had not yet entered into force. In fact, it is the good health of the construction which remains the main factor of dynamism in small businesses, because, inter alia, urban renewal plan. In this sector, the workforce grew by 3.5 in a year ( 45.400 employees). It is the sector that the Unedic was the most underestimated in its interim results published on 15 March (32.700 positions).
Notable performance
Businesses however are still very far from the performances between 1996 and 2001, period during which the Unedic had identified nearly 2 million of net job creation, or a rate of evolution of 2.7 per year on average. But the performance is notable, to the extent the rise of GDP did not exceed 1.2 on the year, while it had reached 2 in 2004 (for 48.000 positions created). The number of institutions affiliated with unemployment also grew by 0.3 ( 4.040 establishments in one year), which confirms the dynamism of entrepreneurship and is 1.5 million the number of institutions in competitive sectors. However, the number of establishments of less than 5 employees declined by 0.2 in one year. Employment is there therefore progressed only very moderately ( 0.5).
